What would be a good HP range and Tire combo for a 66 pulling 4-5mph in 3000-3500lb class?

I pull an Oliver 66 for a firend and it does very well in 3000-4500 pound classes. I'm not sure its horsepower but I know it is not stock. It has 13.6 x 38s on it. It pulls 4th gear in 3200 and 3700 classes and 3rd in 4200 with no problems. 13.6 is largest tire size allowed for our 3200 class but if you could go to a 14.9 or a 15.5 I would if your club allows.
