Governor question

Positive throttle shut off. If the governor weights break and fall off, you can pull back the throttle and close the butterfly and not rely on the gov to shut it down.

If you remove the spring from the fuel tank to bell crank to make a dead mans throttle you want need the plunger if you leave that spring attached you need the plunger.
 
You can get by without it but, probably won't idle all the way down. The combine throttle shut the carburetor butterfly down to idle. and the governor was constant speed. You need it!
