Let's build a pulling hitch for a SH!!

Hey All! I gots ta lose some weight on my SH. Got my stock "hoop" off my SH. and am thinking of eliminating it altogether and using a piece if 1 1/2" X1/4" wall square tubing that extends from the factory drawbar bolting point under the belly and running it out past the axle 18". Since I have the PTO out, I would build a PTO plate cover out of 1/4" steel plate and weld two pieces of 1/4" flat bar to it running vertical and down about 2" apart with multiple holes drilled on each vertical piece to make it adjustable. It would be gusseted and welded up solid. Would this be strong enough to pull from say 3500 to 7500 or to even 8500? I am not too worried about the horizontal forces being applied but the vertical forces being applied downward and putting too much stress on the rear end casting.
 
I have my hitch made like that and I welled 2 pecies of key stock so it rides on in side of PTO hole so all the down pressure is not on your 38s bolts.My email is not working but if you call 618 664 2732 I would be glad to help any way I can.
