A lot depends on how long the Rustoleum paint has dried. If the paint is less than a month old there is a high chance the enamel will lift. If it's been on a year or more you could use most any clear coat. Still your best bet would be to use Rustoleum Crystal Clear. Just don't sand the Rustoleum paint with anything coarser than 600 grit. Coarse sanding invites the solvents to get under the paint and lift. Which ever clear you try, try it on an inconspicuous place first and see how it reacts.
 
You might test the clear on a piece of scrap metal. Sometimes it works well to spray the clear on before the final coat of enamel dries completely. If you have to let the enamel dry you better let it cure completely, which would be a month.
 
This reply is a bit late but...
I used vansickel acrylic lacquer clear coat with their hardener over cnh enamel on my 58 861D, their clear coat is formulated for use over enamel.
Be sure to follow their guidelines for your basecoat enamel to be cured, I waited 2 days but also used their hardener in the paint as well.
