I am building a backstop for my tool bench. I did what I knew better to do but what the heck. I sprayed painted the back stop and three days later I shot it with clear over the IH red. The problem was using Rustoleum paint and then I could not find the clear to match the paint, I used some I had on the shelf. It lifted the red paint like I had used paint remover! It has been a week and it has settled down some and it will be hidden enough that I am not going to strip it and start again. Just for people who do not know,don't mix and match your paint unless you do your homework first.
 
Yea, you have to watch the solvents when using oil based paint.

You might sand it level with an orbital sander and put an oil based primer over that. Then sand it with 220 grit paper and should then be ready to go. Just don't try to put an oil based clear over the top. It would look alright when you do it but oil based clears yellow as they age and would make the red paint look orange in a couple years. You could add hardener to the rustoleum paint. That would make it glossier and be compatible.
