The floorpan (operator area) is sloid, but very rusty with deep pits. If I blast it, can I use body filler in this area, or will it chip out? Also, if I can use bondo to fill the pits, should I do it over the bare metal? I am afraid that, if I use epoxy primer first, I would not be able to sand the pitted areas for adhesion...

Good question but the answer will come with caveats. Are you wanting a show tractor or a good old work or parade tractor? You can fill the pits over epoxy primer but then will risk the job becoming a mess when used dirty, wet and in the field. For the best, durable and long-lasting paint job and best adhesion of the topcoat then blast it clean, coat it liberally with self-etching primer and topcoat with a premium two-part enamel, - and live with the pits.

Bondo comes in DTM, which is direct to metal, which does not require primer. I would epoxy prime first then again after getting it all sanded smooth. FIRST KILL THE RUST!!!! even sandblasting will not get into the bottom of the pits. Use any of the many phosphoric acid rust converters.
