sand blasted part showing flash rust between primer coat

Sand blasted a brake backing plate and treated with phosphoric acid and allowed to dry over night. Brushing on Industrial Choice DTM acrylic water based primer. I feel stupid asking this question because it is fairly well known that water rusts steel, but I thought that list of chemicals would have something in there to counteract that phenomenon. Never used water-base before , I dont quite understand how it works. Thanks, Fritz
 
My process would be to sandblast clean, apply etching primer, maybe two coats and let it dry thoroughly, scuff, and apply a high quality alkyd enamel. I have never liked the durability results when using a water-based paint of any kind.
 
Did you thin the primer. Normally it sets up quicker than the metal can rust and adding water will make it dry slower. Another possibility is if it is especially damp where you are. The metal may have been starting to rust from humidity before you put the primer on.
 
Yes I did thin the primer. But not that much cuz I was brushing it. I thought it was odd that I didnt have any trouble with the other backing plate, which I did NOT treat with ospho, just painted the piece with a color water base paint, thinned about the same amount, after sand blasting.
 
Once metal gets rust it's difficult to get rid of. It penetrates into the metal and doesn't take much to bring it back. Then, water based coatings are not as water resistant and solvent coatings. Just the humidity in the air can let enough water to penetrate through the primer to start it rusting again.
