I have my 5th base coat on and ready for clear. I must have inhaled to much reducer and am foggy on the final step. The question is do I lightly rub the final base coat before applying my Clearcoat. Chuck Machinist

Not sure exactly where you are on the project. Assuming you have put a coat of clear on it and it did alright I would sand it with 400 grit paper and spray the final clearcoat. Now if you are talking about putting clear over the base coat that has dried a couple days you might enhance the possibility of the finish lifting by sanding it. Sanding will allow the solvents in the clear to penetrate into the base coat better. It will though make the clear bond better. If you could finish a small part and see how it goes first that would be good. At least if the finish lifted it wouldn't be something the size of a fender to have to re-do.

When you work with paints thinned with strong solvents you kind of have to be prepared to prime, paint and clear in the same day. It bonds better and doesn't usually have problems with lifting.
