Getting my Ferguson TO36 back together. Planning to brush paint all the "green Belly"
parts. I want a shine when completed. Can I add hardener to last coat or must it be
in each coat of paint.

You can add at any layer, make sure and follow the manufacturers recommendations on re application.

Get an air supply.

i would use the hardner on all layers. i assume you are using the dealer type modified alkyd enamel. it is a relatively slow dry paint and the base coats, uncatalized will take some time for the solvents to flash off. by putting a catalized coat on as a top coat, you would seal the solvents in the lower coats.

Yes to what Stephen said except that when brushing on you will be getting it on a lot thicker than spray on, so it may take weeks for modified alkyd enamel to dry enough to prevent trapping solvent under a top layer with hardener in it.
