Don’t seem to be able to find out why the white residue is on the cast iron manifold. Wire brushed it good , coated it let it set for five minutes ,rinsed it , air dried it. This white residue keeps coming back ?

The subject comes up regularly here. It is a residue left by the phosphoric acid converting the rust. I typically transfer small parts from the acid to a clean water rinse, and pressure wash larger ones. It resists removal due to the roughness of the manifold surface. Any that resists a good wire brushing is unlikely to interfere with the bonding of your paint.

Have you tried electrolysis? Water + washing soda, old style manual battery charger or rheostat controlled voltage/amperage supply (120 volt welder), a plastic tub and some sacrificial metals (stainless works good) and some time.

Removes the rust, leaves the good metal behind.
