In desperation yes, but you don't know what other substances there are in talcum powder. The flattening agent is a silica compound which is included in talcum powder but talcum powder also has magnesium and
probably fragrances. You just don't know if these other ingredients will negatively affect the duty life of the paint. For short term use it would certainly be fine.

The way the flattening agent works is the silica powder floats to the surface of the paint and interrupts the sheen. The more of the flattening agent added to the gloss paint determines whether it will be
semi-gloss or flat. A safer solution would be to go to a real paint store such as Sherwin Williams and see if you can buy some flattening agent. Just be sure to take a small container, they usually have it in
a gallon jug.
 
Talcum powder is used more for thing like aged lettering on a truck door .For what you want on a large surface I would buy the flattening agent.
