I was gonna ask if they used a texture gun? Looks like the walls in my house!

That said, I once knew an older gentleman that said the key to a good paint job on your car is using a new brush...
 
A lot of people think that paint is a impervious substance like a sheet of glass that will prevent metal from rusting. The only thing that comes close to that is epoxy primer. Most paints will allow water to
penetrate right through the paint. The glossier the paint the more water resistant it is but is not immune. Any foreign substance on the surface when used such as dirt which holds water there in one spot just
adds to the problem. Then if the metal had some rust on it when painted it's more susceptible. The best way to get rid of the rust there is to strip it down to bare metal and treat it with something to kill
the rust like phosphoric acid. Then prime with epoxy primer soon afterwards. Then if you want to brush the paint get something to slow the drying time down such as Flood Penetrol for oil based paint and not
brush it too many times. The more you brush paint the more it shows the brush marks. Just apply it and get off of it.
 
Thank you all so much for the input. Flat, Latex ( ish ) for sure, and I thought it looked like it had a touch of drywall texture in it, too. What ever it is, it is an odd choice, and this is undoubtedly the same PO who jammed a piece of copper tubing in the light switch where the fuse should be. My 46 Farmall B Culti-vision will get painted first. It is the every day workhorse around here. I'm just trying to get the 8N going again so I can have a 3 pt. I hope you all appreciate the masterful paint job as much as I do - you know - when I have to look at it every. Single. Day. It helps if I think of it as Lisa Douglas's " hot cakes" batter. I know they made a serviceable head gasket for the truck from it in one episode.
