CLEARCOAT PEELING

Unless you are talking about a tiny spot unfortunately there isn't a way. You sand down below the clearcoat and start over with the base coat. You just have to make very sure you sand all the clearcoat off or what ever you put over the top will peal too. If it's a tiny spot you could mix up some clear coat and flood it under the lifting clearcoat and let it dry. Then clearcoat over the area. The thin clearcoat will glue down what is loose like using super glue.
 

A year or two ago the local body shop was removing it from a car with razor blades. I din't ask why. It must have been some impossible to match base coat.
 
if its de-laminating bad you can remove it with a blowgun and compressed air at a high pressure. we run 175 psi line pressure. you can also use plastic razor blades for you body shop supplier. napa also has them.
 
After removing the clear, how suitable is the surface for re-coating? When putting base and clear on fresh you should observe the proper time window for proper adhesion. Is there a way to prep the old base to accept the clear?
 
I am not a painter. Is the base coat the original color & clear coat is the shine ,sealer. I had cars in the 50's that didn't look this bad.
 
Yes, the base is the color, little to no sheen. Looks very dull. The gloss and depth appear once clear coated. The clear is just that, clear and shiny.
