According to the bottle, you wait one hour if you top coat with an oil based paint, 4 hours if using latex and three days if you use an aerosol paint. Why the longer wait times?

I don't use that product so I don't have access to what is in it. Each different kind of paint creates different problems. It is probably made with alkyd resins which is most compatible with the oil based paint so you can topcoat the quickest. Then the paint has solvents in it that if you put latex paint over right away it would trap the solvents under the latex which would eat away and cause adhesion problems with the latex paint. Then most rattle can paints contain acetone which would eat into and lift some paints. I'm sure you have had rattle can paint which said put all the coats on within an hour or so or wait seven days. It's because the paint has to dry harder to withstand the exposure to acetone.
