I am cleaning a wagon running frame and it has some small rust pits. what is the best way to treat these small rust pits?
 
Rust has deep roots. You might thoroughly clean and sand the area and treat it with phosphoric acid. Then to prevent the rust from returning the metal should be primed with an epoxy primer. Epoxy primers have a recoat window which is usually around 8 hours. This means you either have to apply a sandable primer over the top of the epoxy primer within that timeframe or you have to roughen the primer with sandpaper or apply a fresh coat of epoxy primer. The epoxy primer dries hard and doesn't sand well so it's best to be prepared to proceed with it from the start. You would need to get a data sheet from the manufacturer of the primer you use to be sure you know the amount of time you have. It varies from brand to brand.

Epoxy primer is very helpful in the way it works. With any other primer if you get a scratch in the paint through to the metal the rust will creep out under the paint and rust out a large area. With epoxy primer if it's scratched the rust is confined to just the area where the metal is exposed.
 

2X phosphoric acid, but after cleaning with a cup type wire wheel. You are better off using a phosphoric acid that is formulated as a rust converter. They are found at any auto parts store, and most hardware stores. Ospho and SEM are two good ones.
