Steering of Caterpillar D3b

I have a Caterpillar D3b and it requires pushing the foot petal and the pulling the lever at same time to steer. Is that normal? If not what kind of adjustment is necessary to fix the problem?

tom steering clutches on the older cat dozers are designed so that the first few inches of travel on the steering clutch puts that track in neutral, and then further travel starts applying brake to that track. your having to use both the brake and steering clutch tells me your steering clutches need replacing! if it's not too far gone you might be able to adjust up the steering clutches( under drivers seat) but check your manual for the location and how to adjust them up. your local cat dealer service dept. will have that info on hand, a phone call to them and talk to a service rep. and get them to email you pics of what you need. and tom before you call have your model and serial number with you when you call. that will be their first question.
 
on some of the older cats pulling the lever just declutches the track, pushing on the brake on the same side will help turn.
