Assumeing you are talking about outside,you need to sand well then treat rust with Phosphoric acid before laying on 2-3 coats primer-filler.
 
What I would do is remove the gas tank and dry the gas inside and sandblast the exterior. It's important to dry the gas out because sandblasting causes a few sparks. Then prime the gas tank with epoxy primer and then if it's someplace that shows fill the pitting with bondo. Then epoxy prime again and paint with a urethane topcoat.
 
Yup, I'd use a high build primer. Put on a layer and sand and repeat. It sometimes takes me several layers to get where I want.
 
They make a "spot putty" in different brands. Comes in a tube Used to fill minor scratches and pitting.Dries fast and sands well. You can use it under or over primer.
