Prime over factory paint?

I just bought a new 5-bolt, 15" implement wheel and need to paint it yellow to match the other 3 wheels on the running gear. Do I need to prime the factory paint on the new wheel before applying 2 coats of yellow acrylic? Can I just scuff up the factory paint and apply the 2 coats of yellow acrylic without priming?
 
No, sand it good so there are no shiny spots, blow off, wipe down with lacquer thinner, dry and paint.
 
The only time you use primer is on raw metal or a patched spot with fiberglass filler. Another use would be like you had a scratch not quite through the paint you might prime the scratch sanding it between coats until you get it leveled with the paint.
 
Keep wiping it with lacquer thinner until there is no more paint dust on the rag, you do not want that under the new paint.
 
I would be uneasy about wiping any finish with lacquer thinner. Lacquer thinner has acetone in it which is pretty strong for that application. A safer solvent would be naphtha or mineral spirits. You would just need to let the solvent dry longer. Personally I just use compressed air and a clean dry rag.

Here is what I do. Scuff the new wheel with a brillow pad. Blow off the dust and wipe it with a wax and grease remover. Spray on a coat of reduced epoxy primer, let that dry then paint. Paint over paint just doesn't get it for me. I dont see it sticking well enough and if there are any thin or rusty spots somewhere on the wheel, the epoxy help prevent rust.
