Epoxy over Omni MTK revisited (pics)

This will be my third try at the dash. The first try was Epoxy on bare metal with Omni MTK color coat. I had a few flaws that I was not happy with, so I sanded those out and scuffed the whole thing and applied another coat of epoxy over MTK, and then the color coat. Then I got a bug in it as well as some orange peel. So I wet sanded (400 grit)it out with the hopes of just putting another color coat on it but with my inexperience I sanded thru to bare metal in one spot.
Should I epoxy the whole thing or just the bare spot.
I am just not sure what caused the orange peel or how to proceed.
Any help or suggestions would be appreciated.

I would take a spray can of good primer like SEM etching primer and spray a small dot on your bare spot and shoot more paint .For sanding --, use scotch pads.
 
Orange peal is where the paint is too thick for the sprayer to spray correctly. It doesn't come up in spots. That looks like something different like some foreign substance causing an adhesion problem. See if you can pick the finish off with your fingernails. If it comes off easily then there is something contaminating the surface in spots. Assuming you will sand it to the metal I would clean the spot with a wax and grease remover before priming again to remove some hidden substance that might be there. Then you only need to prime the bare metal again. There is no reason to prime the whole thing again since you have some color on it.
 
Thanks for all the replies. The 2 shiny spots are spot welds, they are where there is a reinforcement plate on the back side for the throttle quadrant plate will go. I was not able to get any paint off with my fingernail. The sand thru spot is right next to the small hole. I think I will do as suggested and just spot prime and shoot another coat.
As far as the orange peel I had it laying flat when I shot it and may have put the paint on a little too heavy. I just about have all the orange peel sanded out and when the weather permits I hope to shoot it again.
Yes I have a good water filter, I never get any at the last separator before the hose goes to the gun.
