rusty trailer frame

Last year I used a wire wheel to clean the frame. I wiped it clean with Mineral Spirits and then with paint thinner. The trailer looked great after a coat of Eastwoods Rust Encapsulator. After two road trips in Nov and Dec., it is now about 25% rusted. Do I need to strip the Rust Encapsulator off?

The top of the my truck box was treated in the same manner, except that I put two coats on it. It still looks good.

They returned my call and left an extension # to call. I called it and it said that the mailbox was full and then it returned me to their menu. I left another message and tomorrow I can do it all over again.
 

My opinion is that you were expecting too much from that paint. If you had first applied Rust Mort by SEM it would have penetrated the rust and converted what was left to Iron Oxide. You could then have used any good primer then any good top coat. If you stick your knife under some loose paint and peel it up I bet that you will see rust stuck to the underside of the coat of paint. The paint adhered to the rust that you applied it to. The problem is that the rust did not stay stuck to your trailer.
