Rustoleum??

I have worked in restorations but am not a body and paint guy, please forgive my ignorance. I just dragged home this 56 Chevy on a 61 tow truck frame with disk front brakes. The PO did decent body work, primed it, and left it out in the weather. I have all the glass and chrome in boxes.
My thought is that it needs to be stripped down to bare metal, but since i don't know paint products, and it seems some of you do, I ask the question.

Is there a paint product that will allow painting this rig without going back to clean metal? When i worked in the shipyard, there was a lot of treating rust with Ospho (phosphoric acid solution) and painting right over it. Will that work through primer?

If you only want the paint to look well enough to drive,I would sand out rust spots,treat with ospo,spot prime then sand and prime intire truck. If there are rust specks on majority of truck you may as well take it to bare metal. Even after taking the intire surface to bare metal I would treat it to take care of invisible pits holding rust.
 
To do it right the paint needs to be completely stripped off. Threating it with phosphoric acid would also be good to do. The best thing you could do for it would be to prime it with a epoxy primer. This would seal out the moisture that would re-activate the rust. The epoxy primer should be put on first before any bondo is put on the truck.
 
Yea, you have rust coming through the paint in spots. There is a lot of places where the body is rusting and not coming through the paint yet. The only way you are going to eliminate it is to take the paint off.
 
Rather than do it wrong, I am going to sell this truck as-is in the paint dept. The CHP man came out to verify the numbers today so I can get title. It seems the cab and old title say 1956, but the chassis and engine are 1971. No poroblem, no smog required. I have all the trim and glass for it. Seems a shame to not paint it, but more profit is a lower sale price than a week of sanding and painting. Thanks. The last "Tow-mater" I sold shipped to England.
