You have to really respect the porosity of cast iron. Areas that are oily will take plenty of cleaning to get it to where primer will stick for a few years, and rusty areas like tops of axles will harbor rust down pretty deep. You will need to be aggressive with the wire wheel or better yet needles or even grinder to get it cleaned good. After you get all the rust that you can see you still have to get what you can't see with phosphoric acid. many prefer Ospho. There are many brands, but they are all basically phosphoric acid.

Generally speaking, electrolysis is the ion transfer from one element to another. Electrolysis over the years has borne many titles; today electrolysis is commonly referred to as “Redox” ‘oxidation-reduction’ because you cannot have one without the other.

I have used the process of Redox to remove the iron rust specifically red iron oxide (Fe2 O3) from old rusted pieces of farm equipment.
