Clear coat peeling

My Grand-son just bought a little Mercedes 300 diesel. The paint is in excellent shape except the trunk deck. The clear coat is peeling on the trunk. Has anyone ever tried sanding the clear coat down to the base and just reapplying the clear coat?
 
doesn't work because your sandpaper hits the base coat(assuming it's metallic ) and it disrupts or streaks the metallic/pearl or whatever's in it and then the clear you put over it will just magnify it even more. You might get by with it if it is a solid color but even then the factory puts very little ,in mils, base color on so you will more than likely end up sanding through it some places to get clear off. Just DA all the clear off and to rough up the color and re-base cote and then clear. You don't need to take it to metal unless you see signs of rusting in base cote.
