Painting new rims - prime or not?

I just bought 2 new 5"x15" 6-bolt rims for a running gear. I will paint the rims John Deere yellow. Do I need to prime the new, white painted rims before painting yellow or can I paint yellow right over the white painted surface? I will scuff up the white painted surface before painting.
 
I will be brushing. I have had very good results painting rims in the past by adding Floetrol to my paint and brushing.
 
More than likely the new rims were powder coated. The polyester paint is difficult for paint to adhere to. You need to scuff sand it and apply a bonding primer before painting.
 
I would not prime, scuff them up good, wipe down with lacquer thinner until rag comes clean, then paint them.
 
I would use an epoxy primer. Then use a good grade of acrylic enamel over the primer. I would also use a spray gun to paint them. Hal
