How to use phosphoric acid before painting

I used a wire wheel to clean my old loader. I then applied the phosphoric acid with a rag. Some areas turned white. I used sand paper to clean it again and wiped it down with Mineral spirits. Did I do it correctly? I would like to start on a trailer tomorrow and I want to do it right and with minimal labor in the prep work. Is it necessary to de-rust it with the wire wheel first, or is the acid able to work its magic through the surface rust? How long before the paint can be applied?

What brand do you have that have no instructions. You have to get it wet and keep it wet for 15 minutes. I immerse small parts and us a spray bottle on larger parts. After fifteen minutes you have to rinse it off completely with water to avoid the white powder. In order to be happy with results you need to remove all loose rust first.
 
It is a concrete cleaner from/called Krud Kutter. Of course I am not using it on concrete. Maybe today will work out really well for this project. It is overcast and wet out.
