To paint over or prime?

I have a 54 super c that was restored/painted about 9 years ago. Long story short it was ran about 2 hours and parked in a fence row. I don't know what paint was used and I'm kinda new at this so should I just prep the old paint ie: degrease,pressure wash,and scuff and paint over old paint or should I prime as well? Sheet metal is in good shape but the paint shows 9 years of sitting in a fence row. Engine and other parts are in decent shape with some flaking in spots.Not wanting to put a ton of money in it so what paint/primer should I use,would tsc paint work? I'm not looking for a showroom paint job just want it to shine for the upcoming thresherman show in Adams,Tn. Any and all help is greatly appreciated. Thanks in advance.
 
I would not prime over paint, wash it with steam cleaner, then sand, wire wheel. You may have a real mess with the paint if it was not applied correctly the first time.
 
I don't have access to a steam pressure wash. Would a really good decreasing and pressure wash work? Or could I hook the pressure washer to my hot water heater in the house?
 
Some pumps are ok with hot, but most of
the ones that don't come with a heater
will not take very hot water. Read the
manual.
 
I sure would not proime over flaking paint either.

pressure wash it, then wake a wire wheel to the cast and get off anything that comes off
 
Assuming the few spots where the paint is failing is due to some oil or other contaminate in spots, I would powerwash it to locate these spots and touch it up before recoating the tractor. If the spots were cleaned and degreased you should be able to spot prime with epoxy primer and then level the void with a fiberglass filler or filler primer.

Now if a lot of the paint starts pealing off then the tractor should be stripped to bare metal and start over.
