Which type of primer is best to paint over Surface rust and bare metal? I need one I can sand down smooth without stripping the whole tractor down.
 
Remove the surface rust first. Epoxy primer is the best to use for any condition. To get a smooth surface you need to put a high build sandable primer or surfacer over the epoxy. Epoxy itself is not sandable but bonds best to the surfacer and the overlying paint.
 
As much rust as can be removed first is optimal. You can use epoxy or self-etching. The epoxy can go on most any surface a little better and is probably the recommended one for restoration paint projects. It should not lift. The self -etching is not good for fillers to top coat. There is another primer called DTM [direct to metal] for this [ I never tried this]. If I had an adhesion issue I would use self-etching just because I think it bonds to the surface better. I am often painting a weird surface such as a part that is formerly nickle plated. Read the tech sheets carefully because once you mix the epoxy there is a set-up time before you just start spraying. I always ask the counter guy first then check and read the sheets in case the counterman did't know what he is talking about. On these older projects you may shoot four to five coats of primer before you are ready to shoot color.Any imperfections seen in the primer will be seen in the finish.After you lay some epoxy you can top coat in a heavier restoration primer , then sand smooth.
