You need to acid wash before priming. There is still lots of rust left in those pits, The acid wash will eat the rust and convert it to iron phosphate.

Once you decide what you want to treat it with, I would use any of the many products offered like the spreadable catylized type glaze or you can use a sprayable catylized "fill" primer to fill the pits and sand smooth and then prime again before paint. I would not use fiberglass resin. I personally would use spreadable type for speed and less sanding. You can do a fender like that and be ready for final primer in a couple hours.

<a href="http://rodnh.byethost12.com/acb/painting/painting2.htm">Here's</a> a step-by-step procedure I used on a fender that looked like that on my AC-B.

I have used this product several times before. Like featherfill it is sprayable body filler. Ignore the price at the bottom of the page. It is usually around $100.00 a gallon at most shops or online.

It probably says on the can that you can not use the resin without adding fibers as it will have no strength . You might want a product like Dolphin glaze. It is sort of like the old Nitro Stan only ten times better on no shrinkage.

Wow. Nice photo progress. It is not a 1-2-3 job . Now everyone can appreciate the work involved . I had to laugh when I saw the assembled tractor and the other fender that is not done yet. The side you did looks fantastic.

I've used a high build primer as stated. I'm not a body guy, but I do my own show cars. They turn out nice when I use it.

Photo 34 shows a lot of dents and bends in the left end sheet metal. These could have been filled with good old body filler. That putty you used is just not enough fill for old tin. Try filling the entire fender with heavy filler when you do the other one. Will also fill those weld weld tabs the factory made.
Pretty good paint application. OP will color sand out if you do it before the clear. Wasn't that a single stage paint? Why the clear?
Curious why you would do one and not the other? Do you just enjoy cleaning spray guns? LOL

I was looking at your step by step painting of the tractor fender. Thanks for all the info. I have a couple of questions. First, how did the body puddy hold up having put it on before the epoxy primer? and where did you find Picklex 20? Did you have to buy it over the internet?
