Rubbing compound used carefully as it can go to bare metal fairly easily. Finish with wax.
 
if it actually has paint as apposed to the rusty patina most have then I would use 3M hand glaze sold at auto stores that carry 3M products.I believe pt# is o8334 but just ask them. It's more of a polish with glazing oils in it. Removes oxidation and gives it a wet look from the oils it possess' . Will not rub the paint thin at all. Not cheap but nothing makes paint look better. Easy to use.
 
In years past I might have told this before but here it goes again.
I bought the smaller gas truck at a flee market and it was solid rust. I could not see the color. The front bumper was missing so I took it to a toy show to get a front bumper, grill and head light piece. When I bought the correct fit I ask the fellow if he knew the proper color as I was going to sand blast and re paint.
He said try this first, you have nothing to loose.
(Put it in dish water and use steel wool to remove the rust and he would bet the paint color is under there. He said if you find paint then spray clear enamel in small areas and then buff it dry with a lint free rag. Do not let the enamel dry before buffing. Then do another small area. The results of his advise is in the picture. If I would have thought it would have worked I would have taken a before picture.

There will be a certain amount of fading to the paint mixed with dirt. If it were me I would clean the paint with a wax and grease remover first. Then wet sand the paint with 400x sandpaper to remove the fading and apply a clear coat.
