2 part epoxy over rustoleum rusty metal primer

I have a tractor that was sandblasted then primed with rustoleum rusty metal primer then painted with central tractor paint about 12 years ago the top coat did stick well and flaked off but the primer stayed pretty well. I've power washed with hot water and removed most of the top coat done more disassembly than before and would like to 2 part epoxy some spots that I have yet to needle scale and wire brush.
Should I really remove the remaining primer?
Will the epoxy prime go over the rustoleum ok?
 
If it's stayed this long then leave it alone. It should be completely cured and inert as far as topcoating it now.Just sand and/or scuff it up for adhesion of the epoxy. The epoxy will hold to your bare spots and will give you good adhesion and uniformity for whatever topcoat you choose this time. Make sure you honor the re-coat window that most epoxies require though. I think 3 days is the longest and that may be just for the expensive stuff. Check the tech data sheets carefully on this.
