Anyone having trouble with CNH paint?

My buddies repair tractors and have them painted by a local guy. He is very skilled but is old school. He only uses the CNH enamel with no hardener. My buddies were fussing to me that the paint is still "soft" weeks later.
Well on Thursday I painted a NH blue hood. I didn't use hardener. It was a small job and I just didn't feel like setting up the supplied air. This morning I masked the blue and shot the black on the hood. I peeled the taped after 30 minutes. The tape(green painters tape) had textured the blue paint! The paint had been sprayed 36 hours ago and was in a 70 deg heated shop the entire time! I don't remember having these issues in the past....
 
I used the NH blue on part of my garden tractor in 2010 and had no drying problems with the NH or the light gold by Dupont. Both were acrylic enamel without using hardener. I used Acme thinner I've had for years. Hal
PS: I used a surfacer over the primer.
