New Holland TL90 paint popping off of hood ?

I m going to go look at a New Holland TL90 and from the pictures I can see that the paint is popping off on the hood. Was this just bad paint from the factory on these tractors because I ve seen other with the same thing going on. If I repaint the hood will it stay on better ?
 
I would strip the old paint to bare metal. Clean the metal with prepsol. Use an epoxy primer and when its dry I would cover that with a surfacer like Primeez from Martin Senour. Then spray your your hood with a good grade of automotive paint. If you don't feel up to doing that strip the hood to bare metal and have a local
paint & body shop spray it. I've did that with cars and a truck. You will probably need a supplied air system and they will have all that.
You can not use just a respirator. Hal
