Aluminum priming

My daughter has some very expensive cast aluminum padio furnature. The paint is pealing off in chunks. It is several years old and she thinks it is pealing because of the chlorine in the pool but it is obvious that it wasn't primed properly. I am going to try and clean it and repaint. What kind of primer? I am planing on Urathane top coat.
 

I'll bet that it was powder coated making it highly unlikely that it was primed. Phosphoric acid would do a good job of cleaning the oxide from it, and it will also etch it so that the primer will stick. You can probably get it from the paint jobber.
