the previous owner of my ford 2n tractor drill hold in a lot of the parts such as the instrument panel and the fenders, would like to know if there is a way to patch them

best way is to cut and fit sheet metal patch panels and then mig weld them in.

Use a backup such a copper behind the hole and mig weld it in. Just spot it in to keep heat down. Grind smooth, and finish.

Welding is the best way but if you don't have a welder you might put a piece of fiberglass cloth about 2"x 2" on the back side of the hole with fiberglass resin and then fill the hole with bondo. Be sure to roughen the metal before putting the cloth on.

I have done this on antique motorcycle fenders. I find it best to have little plugs to weld in . It is time consuming but I make them in the lathe. Then back up with copper while welding.

From time to time I've just put in nice galvanized bolts, leaving the bolt heads showing, sometimes chrome screws, that look like they belong there. Sometimes it looks OK.
