rust on truck

My 03 Dodge has started to form rust bubbles above the rear wheel fenders. What do I need to do to fix this and how do I keep it from coming back? Thanks.
 
You will need to cut out the rusted area and weld in patch panels. Browns of two rivers wisconsin is a good source for the panels. We have had real good luck with their products.
 
What Glennster said. Those "bubbles" are actually holes all the way through the metal. The moisture inside is bubbling up the paint. Replace it and hope you go far enough. At this point it is just a chase you will never catch. You've probably seen some '03,s that look twice as bad as yours. Yours is not far behind. They are all built the same. Good luck.

If you want to preserve it until you can get it fixed right, just get to the inside and drill a hole a little above where it is rusted, then spray WD-40 in so that it will penetrate the mud which is against the outer skin. I did this two years ago and it has completely stopped the advance of the rust.
