So off yellow is the paint is off of it huh. As much work as it is to paint a tractor I would recommend you use an automotive 2k urethane. It's expensive but if it keeps you from having to do that job again for many years I think it's worth it. I would recommend regardless of what paint you use to strip the old paint and rust off and prime with an epoxy primer. The epoxy primer will stop the rust problem you are having. To topcoat it you might use PPG Concept or Dupont Nason. Any store in your area that sells automotive paint should sell one or the other. I think most Napa stores sell Dupont paint. I would recommend that you get a air supplied respirator to use these paints.

Catalyst paint systems (hardners) have Isocyanates which are the nasty toxic chemicals.

Air supplied mask/hood is what you should use for these paints in your typical farm shop enviroment. As a farm shop/car garage doesn't have the air movement like a comercial paint booth (like u see on tv shows) that has an air exchange every 30 seconds or what ever.
