My Farmall M is being painted in the spring... All the sheet metal parts are being sandblasted, primed, etc..

My neighbor who runs a body shop/painting business said when doing the cast parts of the tractor the only prep necessary (after a thorough steam cleaning) is to use a scotch brite pad (by hand) and the just rough up the surface. He says there is no need to remove the old paint. He says you can prime over that or use a sealer(?) first, then paint with a hardener...

Does this sound right?
 
No, because there is almost always rust under the paint, and the paint on old tractors usually does not have primer. Remove the old paint and rust and use epoxy primer. Exceptions to that are if the tractor has been painted a few years ago, and the painter did a good job -- those are rare.
 
I have to agree with CNKS on this one. What's the chances that those castings went directly from foundry to cleaning and then to paint??? Zero! Probably a stock piole of them made ahead and we all know how fresh cast flash rusts. JD used a buff primer on their castings but who knows on IH. Why blast all the other parts and not the cast? Is it in that good of shape after all these years that you can just paint over existing paint? No scrapes or rust at all? If it is that good then by all means just paint it.
 
On one hand the guy is right but I wouldn't recommend it. The new paint will adhere and look nice over the old paint but the existing paint is old and sooner or later it is going to fail and when it does it will take the new paint with it. The only way to be assured the paint will last is to remove all the old paint and prime with epoxy primer.
