I think these products are much better than any other primer if a person is unable or unwilling to remove the rust and is going to prime over rust anyway. It falls far short of completely removing the rust and priming with an conventional epoxy primer.
 

I expect that they have the capability of stopping rust so long as they make full contact. In other words the paint would have to contact down to micronic size particles of rust or the rust will continue to grow and spread under the paint as we all know that it will. Therefore in order to be sure that the paint gets to all of the rust you have to clear pretty much all of the rust off. I would apply in two thinned coats in order for it to penetrate better. It can't stop what it can't contact.
