Painting already primed tractor

I have a tractor that I purchased mid-restoration. It is all primed, but this was done many years ago. What should I do to make sure the topcoat will adhere well to the existing primer?
 
If it were me I would assume the primer was applied incorrectly and take it down to bare metal and start over. The primer that is on there would be the foundation of the paint job and if it fails no matter how good a paint job you put over it is going to come off. Also it is possible unless it was correctly primed with epoxy primer it could be rusting under the primer without being able to see it.
 
Stephen gave great add vise. You don't know what type of prime they used and there are some that calls for the finish to be applied in a certain time frame. Sand it down to metal and start over with quality products. That way you will know what has and hasn't been done.
