Here is a picture of a hood with the paint stripped off & the metal under where the decal was is rusted but the rest is not.The decal was completely removed with a torch & scraper.after the paint was remover.This tractor had never been painted so the decal was from the factory. I had never seen a decal like this on a800 before but whrn I asked on this forun I received a picture of a Ford sales brochere showing a tractor with this decal

If the decal is put on over the paint why does it cause the metal to rust under the decal & through the paint?

The decal probably was soaked from rain or in a high moisture area. They probably didn't use an epoxy primer. Some tractors are never sheltered. We never left a tractor out unless it was hooked to the combine. The decals on my Wards garden tractor still look good after 40 years. I keep it sheltered when not in use. Hal

They blew your number out of the saddle, try it a different way.
 
Since the factory either used no primer or very poor primer and their paint wasn't much better , the adhesive in the decal more than likely reacted with the paint causing it to lose adhesion with the metal , hense the rust.
 
late 800 could get an early 'gear' powermaster dacal.

not uncommon to see a decal hold water and rust under it..
 
Be prepared to do alot of wet sanding. Years ago I worked in a body shop and use to hate to work on anything that somebody put decals or bumper stickers on the body. I still dont know what happens to the metal but it seams to draw the metal out from the body. It will take many coats of primer and wet sanding to get it back smooth. Bandit
