I am looking at a small air compressor for my shop. 4.25CFM @ 40PSI, 3.56CFM @ 90PSI, 3HP motor. Would this be adequate for painting? I would be painting the case on my tractor, but will most likely would have someone else paint the sheet metal. I'm also looking at a HVLP spray gun, but do not know which would be best: 1.4mm, 1.8mm or 2.3mm. Any advice?

The air compressor is marginal, you will likely have to stop to let it catch up. 1.8 is good for sandable primers and surfacers, it is bigger than necessary for epoxy if you want a smooth finish. 1.5-1.6 works well for epoxy. Use 1.3-1.4 for topcoats. 2.3 for "sprayable" body filler. Too big for anything else.
