Old tractor sitting, how do i start it??

So there is this old tractor nearby and i was curious if it'll start so i grabbed some jumper cables and tried to activate the starter using the jumper cables, but no
dice. Here's what i know about it:
the engine has the word Vinson on it (brand of it??)
-It's a 4 cylinder engine (there is oil in it)
-Its a 6 volt electrical system
-The starter has some button with a spring on it with a rod but its seized (thats the starter button?)
-starter has one post connected to the negative battery cable
-positive battery cable is connected to a panel with an amp gauge and a power switch?

Looks to be a 1957 WD45, you have already identified the start button, it's probably seized in the pivot where the rod comes down to pull on it.

i see, ill try to take a hammer to it (gently) and see if i can unseize it
 
The word "vinson" is the name of the after-market manifold manufacturer. His headquarters was here in West KY.
(now deceased) supplied manifolds for many tractor brands for years.
 
It is a WD Allis Chalmers. It is a six volt pos ground system. You start the tractor by pull on the rod that is below the steering wheel on the right side. The smaller rod on the left side is the choke. It has been converted from a magneto to a distributor. The points will likely need cleaned before it will start.
 
No pedal. The right loop on steering column is starter and left is choke.

I would also loosen drain plugs on crankcase, trans, and rearend let off any water if any. I would pull valve cover and put wrench or crank and see if it turns over and make sure valves are opening and closing. You don't want to bend or break a push rod or break a rocker arm.
