Bought a cletrac general this last weekend and the serial doesn't seem to match the lists seem to show.

That tag looks to be the one on the engine. In the upper right it has the bore or stroke dimensions and in the center are the valve settings. If I remember correctly the serial number on the B.F.Avery "A" I had was on a frame rail near the transmission. look there for a number. B.F. Avery bought the rights to the General from Cletrac and labeled it an "A". Avery was later bought by Minneapolis Moline.
