Satoh shift rods stuck

In the Satoh transmission the selector forks are carried on two shifting rods. 1st and reverse on one, 2nd and 3rd on the other. The shift rod for 2nd and 3rd locks up.

I have removed the cover and worked the rods back and forth. It looked like the forward end of the rods was getting rusty. Applying white grease and graphite made them work pretty slick. Then it sat for a few weeks and the rods are stuck again. Removing the detent balls and springs makes no difference in the sticking.

Any ideas ?

I would start by cleaning the shift rails and make sure they are smooth with some very fine emery paper and then lube them.
 
Do yours stick ?

I cleaned them up yesterday and used the tractor today to push what little snow we have away from the greenhouse doors and they were fine. When it sat in my shop for a month while the head was getting a valve job the 2nd and 3rd side was stuck solid.
