Oliver 660 clutch won't engage

The clutch won't engage. Had the housing off to look at the flywheel. Everything seems fine, but when engage the clutch I can't put it into gear. Any help would be appreciated. Thank you.

Was this the tractor that sat for years? Have someone hold the clutch pedal down or tie it down and put tractor in high gear and rock it back and forth with rear tire. If that doesn't work to break it free will have to disassemble the clutch. I assume you have already adjusted the clutch linkage
