governor adjustment

On what machine? Maybe all Oliver governors adjust the same, but I highly doubt it. Adding additional tension on the spring the centrifugal force of the weights is acting against will raise RPM.
 
I believe you adjust the rpms with that block in the linkage down behind the carburetor don't you? It's in the rod that comes from the throttle lever. It's threaded and has a nut on either side of that hex shaped block. By behind, I don't mean between the carb and engine block. It's along the block to the rear of the carb.
