oliver 1650 - PTO issues

The PTO works great, but won't fully disengage. The only way the PTO will stop is tractor down to idle (450 rpms) and pull the lever back as hard as I can. Even then I shut off the tractor to remove or install the drive shaft. Adjusting the shaft to the PTO doesn't help.
Got the manuals but what to look for and/or adjust inside.
 


My Moline did that when I was still farming. I'd shut the tractor off when hooking or unhooking the PTO. I could stop it with a 2x4 so figured they were warped. My Cockshutt did that too, plus it slipped so I put a new clutch basket in it. I still use that one.
