1650G run rough

My 1650G runs rough and backfires when the load increases. Is this a governor or vacuum advance issue? Thanks for any feedback.
 
I'd start withe the carburetor. Water in fuel can cause a lean mixture when a small droplet gets lodged in the main jet and blocks fuel flow. Then move to the filter and check for debris. Murphy's law is always present and the problem could be 100% electrical, check for bad points, etc.

Thanks. I put new needle/seat, filter, sediment bulb, points, condenser, roter, cap, plugs. It still runs rough until warmed up and when load increases such as shifting hydro to high or increasing throttle when pulling.
 
your missing the points in that list...my first guess is gas flow...the neck of the tank gets plugged and a new one to me is, the fuel pump gets clogged up with the same sediment, someone else mentioned that...the bowl must've been really clogged.
