Oliver 60 hay baler

I'm trying to get my Oliver 60 hay baler up and running and I'm having some problems.

The packer fingers and plunger are timed perfectly built the knotter clutch and needles do not seem to be functioning as they should.

I first positioned the plunger so that the projections on the plunger face are 1/4 to 3/4 " past the tip of the needles (as the needles are flush with the bottom of the baler frame. I disengaged the clutch and then I turned the fly wheel counter clockwise and the baler continues past the tips of the needles to finish the stroke and then it moves back towards the tractor and then on the following compression stroke it engages the needles and the needles come up to the knotter but don't return to their home position after the needles enter the knotter unit.

I thought had the plunger and knotter clutch timed so that the needles would be engaged at the right time but it seems the needles arnt engaging when the plunger has moved past the needle tips by 1/4 to 3/3 " instead they activate on the next plunger stroke. But when the needles move up so does the plunger safety stop and that prevents the plunger from continuing on the stroke. It seems like the needles are engaging late
 
I would just start over. Trip the knotter. When the needles enter the chamber, disconnect the knotter drive chain and just turn the flywheel until the plunger
is at the tips of the needle.I would think the needles are engaging too early if the plunger safety stop is entering the chamber ahead of the plunger. When the
needles enter the chamber the plunger should be over the top of the safety stop if timed correctly. You don't that last flake of hay pushing against the needles
to break them.Mine was out of time. The plunger was on the return stroke when the needles entered the chamber.As far as the needles not returning to home
position make sure the needle frame brake is tight enough.I had to read through the owners manual several times to understand it.
