Got a 262 combine motor with a e4 govenor. Been perfect but all of a sudden won't idle down less than maybe 1300 rpm. I can pull down by hand on carb throttle shaft but as soon as I let go back up to around 1300 rpm.
 
Check ALL your external linkages including the carb. throttle shaft for tightness, binding or looseness. Thoroughly, lubricate all and adjust or replace the swivels if loose. Be sure the arm across the front of the engine is not rubbing on the water hose or water pipe. Check your throttle rod that goes behind the oil filter and lube the guide wear areas. 90% of all Cockshutt governor issues are external.

Thanks, everything on outside has been checked for what you said. Has to be insde for sure, never had one apart. Allis yes Buda combine no.
 
Before removal and disassembly, Check the overall length of the the rod with 2 swivel links that goes between the carb. and arm that comes across from the governor side of the engine. The overall length must be exactely 16 inches long.

Not center to center.........overall length, end to end with swivel links attached. It should be completely horizontal. Bend gov. arm that goes in front of engine if needed to achieve the 16 inch length. Check your gov. springs to be sure that you have both. outer and inner inside bigger spring that is in a sleeve. Be sure that the big spring is not stretches and hopefully are the correct springs.

Come to find out the clamp on the throttle shaft had moved on govenor rod don't know how since it is tight. Going to take the big zenith carb off and take a peak.
